UPEI Senate

As with most post-secondary institutions across Canada, UPEI operates according to a bicameral system of governance established through provincial legislation. Under the PEI University Act, decisions related to finances and resources are made by the Board of Governors while decisions related to academic matters fall within the purview of Senate. 

In recognition of the fact that financial and academic matters quite often intersect, the Act stipulates that the Board and Senate will maintain close ties through reciprocal representation and joint committees. Moreover, the Board is required to, “solicit and give full consideration” to Senate advice and in some instances is only able to exercise certain powers – such as the establishment of new faculties, schools, and departments – with the consent of Senate. In recognition of the central role that academics must play in the academic decisions of our institution, the PEI University Act requires that faculty constitute no less than one-half of the total membership of UPEI Senate.

UPEI Senate is also guided by established processes and procedures that provide a set of parameters for conducting Senate business. When properly followed, these procedures secure the necessary foundation for academic staff to effectively participate in collegial governance. Conversely, when these procedures are either ignored or marginally followed, this can make it difficult if not impossible for academic staff to execute their legislated function.
